No. Guildford Borough Council is the planning authority and makes all planning decisions. However, the parish council is a statutory consultee - we review applications and submit comments representing the community's view. Our comments carry weight but are not binding on the planning authority.

Albury Parish Council is the most local tier of government, representing approximately 850 electors across Albury, Albury Heath, Brook, Farley Green, Little London and Newlands Corner. We manage local assets including the village hall and recreation ground, comment on planning applications, maintain footpaths and street furniture, and represent residents' interests to higher authorities such as Surrey County Council and Guildford Borough Council.
The parish council usually meets on the first Monday of the month at 7:30pm in the Memorial Library. Meeting dates are published on our website calendar and on the parish noticeboards. There is no meeting in August.

Councillors are elected every four years at local elections. Between elections, vacancies may be filled by co-option - if you are interested, contact the Parish Clerk. You must be 18 or over, a British, Commonwealth or EU citizen, and either live in the parish, work in the parish, or live within 3 miles of the parish boundary.

Applications are listed on the Guildford Borough Council planning portal. The parish council reviews applications at our regular meetings - see our agendas for applications under consideration. Neighbours of application sites also receive direct notification from Guildford Borough Council.
Our complaints procedure is published on the website. Complaints about council administration should be made in writing to the Parish Clerk or Chairman. Complaints about councillor conduct should be directed to the Monitoring Officer at Guildford Borough Council.
Requests under the Freedom of Information Act should be made in writing to the Parish Clerk. We aim to respond within 20 working days. A lot information is already published on our website and can be found using the search facility at https://alburyparishcouncil.gov.uk/search.
Public Rights of Way are maintained by Surrey County Council. Report obstructions, damaged stiles, or overgrown paths via the Surrey County Council website. The parish council can also raise issues on your behalf if you let the Clerk know.
The parish council is funded primarily through the precept - a small amount added to your Council Tax bill collected by Guildford Borough Council on our behalf. The current precept is approximately £50,000 per year. Our annual accounts are published on the website and subject to external audit.
The parish precept is a small portion of your total Council Tax - typically around £50-60 per year for a Band D property. The exact amount is shown on your Council Tax bill. The majority of your Council Tax goes to Surrey County Council and Guildford Borough Council.

The village hall has kitchen facilities, accessible toilets, and car parking. It is suitable for meetings, parties, fitness classes, and community events.
The smaller memorial library has a small meeting room with a kitchen (microwave only) and a toilet.

The Annual Parish Meeting is not a council meeting but a meeting of electors held once a year (usually in April or May). It is an opportunity for residents to hear reports from the council, local organisations, and county and borough councillors, and to raise any matters of local concern. Details will be published on the web site ahead of the meeting.
The precept is the parish council's share of Council Tax. Any request to change it is usually made at the December meeting after considering the budget for the coming year. Residents are welcome to attend this meeting. The precept request is submitted to Guildford Borough Council who collect it on our behalf.
All agendas and approved minutes are published on our website under the Meetings section. Agendas are posted at least three clear days before each meeting. Draft minutes are usually published within two weeks of the meeting and are formally approved at the following meeting.
Our annual accounts, budget, and financial statements are published on the website. We also publish details of all payments made, in line with the Transparency Code. The accounts are subject to external audit and residents have the right to inspect detailed records at an appointed time each year.
The council consists of elected and co-opted councillors who serve voluntarily. All councillors live within the parish and give their time freely to serve the community.

Street lighting on public highways is maintained by Surrey County Council. Report faults via their website or by calling 0300 200 1003. Note that many areas of the parish have no street lighting by design to preserve the rural character.
